Only the organisation owner can hand over ownership to another person.  The new owner must already be a member of the organisation before ownership can be reassigned.

Organisation ownership is changed by clicking on the organisation management menu, which is either at the top of the organisation scans page or the main top right menu bar. From the organisation management menu select 'Settings'.

From within the Settings menu, you can then change ownership:
